GOVERNANCE AND CONFLICTS IN THE OCCUPATION OF RESSACA AREAS IN THE CITY OF MACAPÁ: INTERACTIONS BETWEEN PUBLIC AUTHORITIES, LOCAL COMMUNITIES AND THE REAL ESTATE SECTOR

The occupation of the "ressaca" areas in Macapá, the capital of the state of Amapá, has been marked by socio-environmental conflicts and power disputes among the government, local communities, and the real estate sector. These areas, which play a key role in maintaining environmental balance, have been pressured by unplanned urban expansion, resulting in environmental degradation and social vulnerability. Governance over these territories, or the lack thereof, emerges as a central factor in escalating conflicts, as the lack of coordination among the different actors involved hampers the implementation of effective public policies that balance urban development and environmental preservation. The aim of this study is to analyze the governance dynamics of the "ressaca" areas in Macapá, highlighting the interactions between government, local communities, and the real estate sector. The work seeks to understand how these actors influence the conflicts and occupation of these areas, proposing integrated governance strategies that promote sustainable and socially just urban development. The methodology adopted includes spatial analyses and mapping using geoprocessing tools to identify changes in the "ressaca" areas over time, qualitative interviews with different stakeholders involved, comparative case studies, and documentary analysis of public policies and environmental legislation.
