Policy. Border. Security. Cooperation. Amapá
The project is about public policy in the border area and it aims to analyze the waves between Security (understood as public security and Defense matters) and International Cooperation approaches (international relations and foreign trade). The local framework is the border strip between Brazil and French Guiana. Quantitative and qualitative data were obtained mainly from bibliographical research. In conclusion, we have identified that the formation process of our borders was not linear and that security and cooperation biases received different amount of attention from government, depending on political and economic movements, both domestic and international; until recently, when we were able to observe simultaneous growth of both policies. We have identified that this simultaneous growth is somehow specific to Amapa, not occurring in any of the other states on the northern border of Brazil. We have observed that one of the stakeholders that are common to both policies is the Brazilian Intelligence System, coordinated by Brazilian Intelligence Agency.
